Sweden is one of the easiest countries in the EU to start a business. Online registration, low corruption, strong digital infrastructure and widely spoken English make it accessible to international founders. This guide walks you through the steps as an expat.
Can you start a business in Sweden?
EU/EEA citizens
You can freely start and own a business in Sweden. You need to register for right-of-residence if staying more than 3 months, and get a personnummer (personal identity number) from Skatteverket.
Non-EU citizens
You need a residence permit for self-employed persons (uppehaallstillstand foer egen foeretagare) from Migrationsverket. Requirements:
- Proof of sufficient funds (typically 200,000+ SEK)
- Viable business plan showing the company can support you
- Two years of relevant experience in the industry
- Clear business contacts or a track record
Processing time: 6-12 months.
Step-by-step: registering your business
Step 1: Choose a legal form
Enskild firma (sole trader)
- Simple and cheap — registration fee 1,200 SEK
- No separate legal entity, personal liability
- Social fees: 28.97% on profit
- Best for solo consultants, freelancers, small service businesses
- Requires Swedish personnummer
Aktiebolag (AB, limited company)
- Separate legal entity, limited liability
- Minimum share capital: 25,000 SEK (deposited in a bank account)
- Registration: 1,900-2,200 SEK online
- Corporate tax: 20.6% on profit
- Can be owned by non-residents
- Requires at least one board member with a Swedish address (or a registered representative)
Handelsbolag / Kommanditbolag
- Partnership forms, less common for founders
Step 2: Register at Bolagsverket
Go to bolagsverket.se/en and complete the registration online. You need:
- Company name (check availability)
- Business description (branschkod)
- Address in Sweden
- Personal details of owner(s) and board members
- For AB: share capital deposit certificate from a bank
Processing: 1-2 weeks for AB, a few days for enskild firma.
Step 3: Apply for F-skatt at Skatteverket
F-skatt is a tax status showing you pay your own taxes. Without it, customers must withhold tax and social fees from your invoices.
Apply at skatteverket.se. Processing: 1-4 weeks.
Step 4: Register for VAT (if applicable)
If your annual revenue exceeds 120,000 SEK, you must register for VAT (moms). Even below this, you can register voluntarily to reclaim input VAT.
Step 5: Open a business bank account
- For AB: mandatory, and the 25,000 SEK share capital must be deposited before registration
- For enskild firma: strongly recommended for clean bookkeeping
Swedish banks require in-person visits and can be slow with foreign customers. Consider fintech alternatives like Revolut Business, Wise, or Holvi while you wait.
Swedish tax system for small business
VAT (moms)
Three rates:
- 25% standard
- 12% food, hotels, restaurants
- 6% books, culture, public transport
Reported monthly, quarterly, or annually depending on revenue size.
Income tax
- Municipal tax: 29-35% (varies by municipality, avg ~32%)
- State tax: 20% on income above ~613,900 SEK/year (2026)
- Corporate tax (AB): 20.6% on profit
Social fees
- Employer fees (AB owner salary): 31.42%
- Self-employed fees (enskild firma): ~28.97% (schablonavdrag applied)
3:12 dividend rules
AB owners can take dividends taxed at only 20% up to a capped amount (graensbelopp) based on salary and share capital. This is a major reason Swedish founders use AB for higher incomes.
Accounting and compliance
Bookkeeping (bokfoering)
Required for all businesses. Most use cloud accounting software:

Annual report (AB only)
AB must file an annual report (aarsredovisning) at Bolagsverket within 7 months of year-end.
Auditor

Business culture in Sweden
Flat hierarchy
Swedish business culture is famously flat. First names are used from day one. Decisions are made by consensus (konsensus), which can feel slow but leads to durable buy-in.
Work-life balance
5 weeks of paid vacation is standard. The summer (July) essentially shuts down. Christmas/New Year break is long. Plan sales cycles accordingly.
English is widely spoken
Sweden ranks among the top non-native English-speaking countries. Business can often be done entirely in English, especially in Stockholm and Malmo. However, legal documents, government filings, and customer contracts are typically in Swedish.
Fika
Coffee breaks are important for relationship building. Don’t skip them.
Trust and transparency
High trust society. Invoices are typically paid on time. Corruption is extremely low. Government services are digital-first.
Funding for new businesses
Arbetsformedlingen — starter grant
If you are registered as unemployed, you may qualify for a starter grant (starta-eget-bidrag) covering activity support for 6 months. Requires a formal business plan.
Almi
State-owned financing for startups. Micro-loans up to 250,000 SEK. Business loans up to several million.
Banks
Typically require 20-30% equity contribution and collateral. Major banks: SEB, Handelsbanken, Swedbank, Nordea.
Angel investors and VCs
